of ED MAP Simulations - not evaluated SIMZ-ACCT-0031 Developing Capital and Operating Budgets The budget plays an important role in structuring the finances of any public entity and funding for programs depends on policy decisions taken by the entity. It is a reality of public financing that allocation of scarce resources has to be prioritized on the basis of a mix of social, economic, regulatory and political parameters rather than on economic principles alone. This simulation looks at how the Capital Improvement Plan becomes the long-term blueprint for a city's continued growth and development. In addition, the simulation examines the capital and operating budgets processes, methods of raising finance and how a capital expenditure invariably influences the operating budget.
